(A lazy person can never acquire knowledge or a Skill, and such a foolish person can never acquire wealth and remains poor. A poor person has no friends and how can such a person remain happy in his life?)

 

Taking inspiration from the above subhasita and the ancient Indian scriptures, there is no doubt in the fact that education is the only means to reach to excellence. There is no point in being lazy or procrastinating things which can be accomplished today. Procrastination only delays the progress. What good shall it be for a person to be of high social stature but devoid of education? Education should be so revolutionized as to answer the wants of the poorest villager, instead of answering those of an imperial exploiter. It is very correctly thought that education to a person is what fragrance is to flowers. With this conviction in the power of education and hard work, and the zeal to be fragrant among other prestigious educational institutes, we began working afresh on this year's Annual Report.

The preparation and presentation of the Annual Report of the Maharaja Sayajirao University of Baroda (MSUB) is the resultant outcome of critical reviews and reflections on Academic, Research, Extension, Curricular, Co-Curricular as well as Social Outreach, and various other developmental activities of the university. It gives me great pleasure to present before all the stakeholders 71st Annual Report of the Maharaja Sayajirao University of Baroda, for the academic year 2019 - 2020, which has been prepared under a thoroughly revamped format with various innovative features. It highlights the important developments & significant achievements of the 14 Faculties along with 03 Constituent Colleges, 111 Departments, 07 Centers, 02 Institutes, 14 Constituent Libraries, 16 Hostels, Health Centre, Sports Pavilion, 05 Multi-purpose Auditorium, Sadhana Printing Press and Stationery Unit, Green Guest House of our University and various other Academic and Administrative Units, spread across the 07 Campuses of our university. This year, to foster the concept of "Digital India", the entire data for the Annual Report has been collected and compiled online under indigenously developed software called as Annual Report Management System (ARMS). The MSUB has made substantial progress over the past one academic year.

The Maharaja Sayajirao University of Baroda is placed at 90 position in the 2021 NIRF Ranking of Indian Universities. Our University is also placed in the Band 101-150 in the Overall Category, which includes Universities and Institutes. We are happy to share that with all of you that the MSUB also featured in the Times Higher Education (THE) World University Rankings too this year too like the past three years since 2016. From India, this year only 56 Universities/Institutes could make into this ranking list and the MSUB was the only university from the State of Gujarat to sustain its rank in this global ranking category. We are also ranked at the 4th place in India in the Female to Male student ratio (55:45) in the aforesaid released rankings.

The MSUB also featured in the QS Asian and BRICS University Rankings in the year 2018-2019. The Maharaja Sayajirao University of Baroda was Placed at the 37th Rank in India by the Survey of Multi-Disciplinary Universities conducted by Week-Hansa Research (2018-19). The MSUB was also placed at the 28th Rank in the survey carried out by Outlook-ICARE India University Rankings 2019.

It is our continual attempt to keep on improving the quality of research and higher education to place the MSUB among the top ranked leading universities nationally and globally. Our university is renowned academic institution of learning and education striving to achieve excellence in academic, research and extension activities. Considering the academic stature of the University, the University Grants Commission, New Delhi has allotted a grant of 24 Crores for the XII Plan period. The total worth of the Research Projects sanctioned to The Maharaja Sayajirao University of Baroda in the year 2019 - 2020 was of Rs. 28.67 Crores. In the same duration, the university received the first installment of PURSE (Phase-II) Scheme and now we are gearing up to receive the Grants for the second year. There are total number of ongoing 84 Research Projects in progress including Central Projects and Other Sponsored Projects, with a receipt of financial assistance of over Rs. 40 Crores. During the time period of 2015-2019, the Maharaja Sayajirao University of Baroda has mobilized funding of more than Rs. 130 Crores including Rupees 20 Crores allotted to us under the RUSA Grants along with receipt of total funding of Rupees 110 Crores from the Education Department, Government of Gujarat for infrastructural work of repairs, renovations and construction of new buildings towards infrastructural development in the university. We were also able to get sanction of the Government of Gujarat for filling up of 682 vacant Teaching Posts.

Research and Consultancy Cell as well as Institute of Interdisciplinary Studies were set up by the University to promote collaboration between academia, research institutes, industries & corporates. Our faculty members executed 57 consultancy projects or other individual consultancies work sponsored by various funding agencies approximately worth Rs. 3.63 Crores in 2019-2020 (up from Rs. 2.2 Crores in 2018 - 19). Within a very short span, our university has achieved active academic collaborations and partnerships with some of the reputed top ranked academic institutions and universities around the world. During the year 2019 - 2020, the MSUB has signed 39 MoUs with National Institutes/Agencies and 09 MoUs with International Institutes/Agencies. Significant International MoUs includes those with Montfort University Leicester UK, R2STOP Research Funding Agreement (RFA) effect-Hope (The Leprosy Mission Canada), University of Durham UK, Australian National University, Nutrition International (Micronutrient Initiative), Ottawa Canada.

Other significant national MoUs include those with Indian Institute of Public Health, Gandhinagar, National Digital Library of India, Kharagpur, Larsen & Toubro, Tata Consultancy Services, Entrepreneurship Development Institute of India (EDI) Ahmedabad, National Mission for Manuscripts, CSIR-Central Salt & Marine Chemicals, Research Institute (CSIR-CSMCRI) Bhavnagar, Department of Biotechnology, National Academy of Indian Railways (NAIR), United Nations Children’s Fund, Bhaskar Acharya Institute of Space Applications & Geo-informatics (BISAG). Staff members of the University also has collaboration with many universities around the world including Cambridge, Laval, Stuttgart, Cornell, Kieo, Durham and Leicester. The MSUB also has academic collaborations with National Institutes/Universities like IITs, IISERs, IISc, NCBS, NCL, TIFR, BARC, RRCAT, PRL, IPR etc.

We have made our Smt. Hansa Mehta Library Centrally Air Conditioned for students and users in the year 2015. The University Grants Commission (UGC), New Delhi has also sanctioned grant of Rs 1 Crore for developing Sports Infrastructure and Equipment Scheme to build Gymnasium for promoting sports activities for our students and staff of the university. The University has also established the Institute of Policy Research and International Studies in the name of one of the most beloved Prime Ministers of the country, Bharat Ratna Shri Atal Bihari Vajpayee ji.

The Maharaja Sayajirao University of Baroda, this year, celebrated 150th birth anniversary of Mahatma Gandhi, as part of this celebration, various programmes related to swachhata and safai were organized by the various faculties in university & communities.

The MSUB has also reorganized Syllabi of most of the academic programs being offered based on Learning Outcomes, including Program Specific Outcomes and Course Outcomes which would lead to an improved Teaching-Learning Process to better enable the students to understand the course content. The MSUB is also in the process of allowing MOOCs as a part of the Curriculum and providing weighted Credit to the student for Courses taken through such platforms and transferring the Academic Credit in Final Grade Sheet. Our university is also focusing upon offering of Twinning Programs especially with foreign Institutions.

The MSUB has been progressively moving towards becoming a Centre of Excellence in the field of higher education thereby proving to be a model University to other universities not only in the State or the country but on the global front as well. The MSUB has also participated actively during National Education Policy 2020 and we have organized more than 100 webinars to create awareness deliberations and preparation of ‘Road Map for Implementation of the NEP 2020’ in our university w.e.f. academic 2019-2020. The Covid-19 has affected all of us, still our university has initiated cent percent online teaching and online examinations to benefit and support continual education for our students.

To conclude, successful functioning of a higher education institution requires continuous and sustained efforts from all the stakeholders including students, teaching and non-teaching staff, academic and administrative bodies. Support is also required from employers of graduating students, peers, and society and above all from the State and Central Governments.

I would like to express special thanks to our beloved Hon'ble Chancellor, Rajmata Shubhangini Devi Gaekwad, for her continuous guidance to us. We also appreciate support and efforts of the Senate and Syndicate Members, Deans, Principals, Heads of Institutions, Directors of various Units and Cells, Heads of Departments, Faculty Members, University Officials, Ministerial Staff, Alumni, and above all our beloved students and research scholars for their valuable support, contribution and commitment to help the university in achieving its set goals and realizing our vision and mission statements of the university.
